All municipalities that act as Water Services Authorities (WSA’s) are required, by the Water Act (Act 108 of 1997) to produce a Water Services Development Plan (WSDP) for their water and sewerage (sanitation) systems. The purpose of the WSDP is to ensure effective planning and communication by the Knysna Municipality as the WSA, and to assist in effective monitoring and evaluation.
The areas that fall under the Knysna Municipality area of jurisdiction include Sedgefield, Belvidere, Brenton-on-Sea, Brenton-on-Lake, Karatara, Rheenendal, and Buffelsbaai. For the purposes of this WSDP, the management area of the Knysna Municipality has been divided into two groups: Knysna Group and Sedgefield Group. The Knysna Group consists of Wards 3 to 8, while the Sedgefield Group consists of Wards 1 and 2.
The WSDP is complementary to the Integrated Development Plan (IDP) process in order to comply with the Water Services Act.
Sections 12 and 13 of the Water Services ACT (Act No 108 of 1997) place a duty on WSA’s to prepare and maintain a WSDP. The DWA had developed a new set of WSDP guidelines (October 2010) to assist WSA’s with the WSDP process and to provide a framework for the capturing of the data.
